"Governor is bound to report to the President regarding the administration of the scheduled areas" : SC

India has many states and many states have their governance structure where elected representatives discharge their duties. 

Hon'ble Supreme Court of India in its Judgment has very clearly held that "Governor   is  bound   to   report to the President regarding the administration of the scheduled areas" [para 36] 

This remark makes the task of Governor quite onerous and the staff attached with Governor has to be extra cautious in such matters.
