"Once Selection Proceedings have been initiated then it has to be pursued, in Accordance with the Recruitment Rules, as it Stood Then" : Alld HC

In an interesting case, a petition was filed. 

It was held in Amit Pathak v State of UP [2019] GCtR 1174 (Allahabad) [refer page no.1] per Hon'ble J. Ashwani Kumar Mishra that "once the selection proceedings have been initiated then it has to be pursued, in accordance with the recruitment rules, as it stood then and any subsequent change in the qualification etc. would not be relevant". It was added that "it is otherwise settled that newspaper reports are not primary evidence on which cognizance could be taken of the proceedings, when no other material in support of such elections have been furnished."
