Whether Circulars Issued by Statutory Bodies will prevail over Judgments of Courts ?

It has been made clear in Kalyani Packaging Industry v Union of India [2004] GCtR 6426 (SC) that circulars issued by statutory bodies cannot prevail over Judgments of a Constitutional Court. Law laid down by Supreme Court is binding on all. 

A Circular issued by a Govt body which is contrary to judgments of Constitutional cannot be considered as legally valid.
